In my opinion, to get better results, quality, quantity and great design depends on prepaid or pending payment.
I think prepaid will helps you alot.

Why don&;t you seperate the money, USD640 divide 3 or 5, and make contests with different requirement. So no need to change requirement.

Quality of presented projects doesn&;t satisfy me, that&;s all.
